How to promote diversity?

It’s not racist to talk about promoting diversity. IBM was a Western company, but as many have pointed out, if you promote Indians, then they may offshore jobs to India and bring in more Indians to United States or Canada or Australia, turning entire departments into Indian-only teams. So IBM now feels more like an Indian company.

So where is the diversity and meritocracy? Don’t tell me Indians are taking over industries—especially IT—and that 75% of H1B visas go to Indians just because they outsmart everyone else. (Average IQ in India is about 75) How do you explain that 75% foreign talented hires that local communities lack are Indian?

What’s the reason that cause this phenomenon and how to address it?
