Why most concerts are <18?

I have a 8yo that would love her to go to some concerts, but most of them are just for 18+. Why?

I've heard that is because they serve alcohol. If that's the case, how come there's no problem on letting kids into hotels or bars?

Is this just a Melbourne thing or Australian?
