Does university graduate in western country wants to work within goverment establishment?

As the title.

I live in China. In China, most of university graduates like to work within goverment establishment. However, because of too much people wants to work for goverment, government positions are highly scarce, and one must pass an extremely competitive examination to become a civil servant. Some of them even failed few times examination in few years and didn't go to find a job.

I want to know the attitude of people in western country about to work within goverment establishment or be a civil servant.
