Ark Survival Ascended: My friend on PS5 can't connect to my dedicated server, keeps timing out

My friend and I both got Ark Survival Ascended because it has crossplay and I set up a dedicated server for us to play on. I can connect just fine locally but he keeps getting connection timed out. He can put in the password and it says connecting but then just times out. My batch file is as follows:

start ShooterGame\Binaries\Win64\ArkAscendedServer.exe TheIsland_WP?listen?SessionName=Messenjah'sWorld?ServerAdminPassword=**********?Port=7777?QueryPort=27015?MaxPlayers=8 -NoBattlEye -crossplay

I am hoping someone can help, I've tried using -ServerPlatform but he couldn't see it, I changed back to -crossplay and he can see it but times out.

Ports are forwarded and firewall is set to allow connections

Can anyone help please?
