Stuttering help

I've now since upgraded my build further so now I have

Ryzen 7 7800x3d Msi gaming trio Rtx 5090 Msi B650 wifi edge MB Ddr 5 6400 cl 32 ram A Kingstone NVME 2 terabyte m.2

And still get microstutters for 1 second sometimes half a second on most games i tried the most demanding ones I have, cyberpunk, metro exodus enchanced edition, ark ascended (I know its horribly optimised), dying light 2, hell even my girlfriend's game infinity nikki stutters when she plays and goes in or out of a town town even though she doesn't mind it, it bothers me a lot that I spent this much and still have stutters

What happens is im on 300 fps 100+ even if vsynced to 165 and randomly when i assume its loading shaders or loading areas drops very fast to 45 o 58 fps and goes all the way back up

What ive tried:

Xmp profiles Running tam at 6000 instead of 6400 and getting as close to CL30 as I could (got better but still had stutters here and there) Use DDU to uninstall drivers and reinstall all drivers Update bios and chipset drivers drivers Tweak game settings Use gsync or disable it Enable/disable Re-Bar Enable/disable Global C-State C-State Disable resource monitor apps (msi afterburner, nvidia app, xbox game bar)

What I think it might be is maybe the ram needs to be changed to a 6000 CL30 one as I've exhausted most other options so if you think this might be it I'll get the ram later this week or next week depending on shipping time, my second most likely culprit probably the m.2, since its one of the earlier kingstone m.2 nvme and im thinking of getting samsung 980 pro for games and leave this one for work and windows
