Minorities, particularly Muslims, must have first claim on resources: Manmohan Singh

In 2006, Manmohan Singh was talking about empowerment programmes of SC, ST, OBC, minorities, women and children in a speech. In that speech he particularly mentioned Muslims. This was the time when Sachhar Commitee report came out which highlighted Muslims are socially and economically backward than Dalits. Do you agree with Manmohan Singh for particularly mentioning Muslims?
