Exhibitionist foreigner problem

My problem may be funny for some , but it's not. I (F) am in a place for some times which is close from another place and there have never been any problems so far. But now, for 3 days, a single foreigner guy has been occupying this room that is the closest to my view and we can see him naked anytime. The first time I been with friends and were on the balcony when he came in , turned on the light and undressed front of the window. We were surprised and thought he hadn't noticed that his curtains were open or that there peoples that can see him. A little later he went to the bathroom (which also has a window) and I'm sure that he saw us, but it didn't change anything, he didn't close the curtains , used the toilet had a shower. An important point also to understand my fed up : there are young minor children with me , so when they play outside they could notice him anytime. Yesterday I contacted the manager from this place and I asked him to tell this guy that it bothers the people behind to see him and that it would be more respectful to close the curtains. As I write this message I don't know if the manager said anything to him... but I think so! Because not only are the bathroom curtains not closed, but he also fully opened the bedroom curtains and I feel like this guy is a kind of pervert who enjoy this .... I take all this as provocation, and I wonder what to expect if this is the case and he continues to exhibit himself like this? As a woman I also experience this as an aggression. What would you do ? What can I do to make him stop and understand ?
