first time in ljubljana, why is there so much street art ?

I have been in other european capitals and there was far less stickers, graffiti, and tags. I'm a big enjoyer of the street culture and i even put some stickers on pole myself but this came as a (positive) surprise and now im wondering about the reason behind it.
