Housing crisis reason?

Recently, I've thought perhaps the reason for the housing crisis in Canada is that there's a significant percentage of potential tenants who are simply so messy and dysfunctional that no one wants to rent to them. Which sucks for the ones who are decent tenants who need housing. I've heard so many horror stories, makes me think there's a reason for the "crisis". Do we have data and evidence for whether that is a factor?
