Why dont more countries allow immigrants to exceed 50% of the population?

Why dont western countries allow more immigrants since theres a never ending demand but never give citizenship. Alongside this social benefits should be reserved for citizens and minimum wage should apply only to citizens. Kinda like how the gulf states do it.
