Does it matter where I apply for a regreso?

I was in Andalusia last school year and am renewing in the Canary Islands. I am applying to renew my TIE and then am planning to back to the US. Does it matter where I apply for my Regreso? Does it need to be in the region where I will be returning? I have gotten mixed answers to this question. Thank you!
