Annoying neighbour

So basically long story short, for some reason neighbour has a massive issue with my family (I’m a uni student living with my parents) and is taking out his frustrations on me.

Due to the limited parking available on our street, I usually have to park out the front of the neighbours house. I leave plenty of room for their driveway however, every week without fail on bin night they place their rubbish bin right up against my car in what I can only assume is a passive aggressive attempt to get me to park somewhere else.

I’m concerned about their bins damaging my car in the event of a wind gust etc. Is there any action I can take to get them to stop? I’ve already spoken to them and they deny any faults.
