Please Help

I’m wondering if anyone knows how to set up a fundraiser for a widow with children. Go Fund Me doesn’t have the Philippines on their list of supported countries, but if I read it correctly, I think it’s legal for me (in the United States) to set it up on her behalf, is this correct? Anyone familiar with fundraising websites, please reply or send me a DM. I’m not asking for money, just instructions. Thank you, and God bless!! 🙏
