Windows 11 mouse stuttering/freezing

I installed and played arma 2 operation arrowhead after years of not playing it, and ever since then my mouse has been stuttering, skipping, lagging like im trying to force it to go somewhere.

I tried disabling animation effects, switching USB ports, checking for driver updates.

This is making me so frustrated as i cant really comfortably use my PC like this. I am pretty knowledgeable in tech, built this PC, but i can not for the life of me figure out why this is happening. It must be something to do with arma (which is now uninstalled)
