Why Barangay Blotter and not Police?

Problem/Goal: Need advice, may elder brother akong adik, I messaged him na isauli na yung motor sa motortrade since 3 months nang due dahil sa non-payment. Name ng mama ko under.

I helped him get an installment phone para makapag-simula mag moveit, the phone is under my name. Usapan namin siya maghuhulog monthly, pero never siya naghulog since May. Now that I am telling him these, nagagalit siya and threatened to hurt me physically.

Is this enough reason to file a police or barangay blotter? Bayolente kasi siyang tao and natatakot ako for me and my siblings safety since sa amin pa din sya nakatira despite may pamilya na siya.
