Taiwan visa application

Hello guys, I plan on visiting Taiwan as a tourist from Kenya, will be meeting some friends over there. What are the requirements for getting a Taiwan visa as a Kenyan? Also, there are no consulate offices in Kenya, where can I get assistance?

Thank you.
