FBR - Question about Parent ID

My sibling just received their FBR confirmation email and are awaiting the documents in the mail. I am planning to use the same documents along with my birth certificate, marriage certificate, etc. Will it be okay to use the same witnessed photo of my mother's ID or do I need to get a new witnessed copy? Basically, wondering if there is a time limit on how long the witness signature is good for. Also, what if her ID is expired (won't know if it is until I get the copies)? Zero chance of getting my very elderly mother, who lives in another state, back to the DMV to renew her ID. She doesn't drive or do anything else that would require an ID at this point in her life.
