Server Populations

Is Satele Shan or Star Forge more populated? I’m trying to start playing again, I haven’t played for at least 5 years. I have started out on SS but it seems dead. I have not made a new character on SF yet to compare, but there’s only ever one instance on imp fleet on SS. I like to do all content in the game, pvp, pve and will RP on the side, if I find a fun guild to do that with, but I really can’t find a guild that isnt only focused on conquest. Should I switch servers? Or is Star forge the same?
