Question on service in library - is English not allowed?

Everyday I get a little more uncomfortable living in this province! I was told to ask my question in French when I enquired regarding a book to a woman sitting on the information desk in Philippe panetton library in Laval. This was her first response , she literally made me repeat the sentence in French. I can’t get this out of my mind and feel beyond humiliated ! Is this normal? As a citizen who pays taxes am I not entitled to services in both languages?
