Steam account says "Cannot Be Activated In"

Hello,

Im looking to get HL2 & found a couple of sellers on Kinguin who are selling it for only 0.41 cents.

I went to click Add to cart but it warned me that it cant be activated in my country.

I know keys can be region locked but does this actually affect an account? Surely i can just buy it, get the details & login, right?
