Question about insane Pom Levels?

So I haven't played since just a small bit during the Warsong Update. And lately I've been seeing people post boons with nutty pom levels like 27-40 some. And I'm just like huh? Could anyone explain to me if I'm getting trolled by meme screeenshots, there's a new exploit that allows you to do this, or an intended mechanic that now allows you to get up this high now. I'm really interested in what allows this to happen.

I've been taking a break till the game had more content/full release but if its an exploit I wanna hop on and have fun with it before its taken out.

I put spoiler cause its H2 ¯\_(ツ)_/¯ but lemme know if I messed something up mods
