Do you think the elites and prophets argued over the beginning stages of the Covenant?

Like for instance ship design, color, sound affects the doors made when they opened and closed lol I've always wondered did the prophets just declare that everything was going to be purple and the elites just kept their mouths shut and played along. Or I wonder if it was split decision on a lot of things.
