Upgrade or turn everything to low?

Been playing Minecraft Java and Beamng.Drive the most on my PC.. but the CPU usage when playing MC is 40%-85% when actually moving around a singleplayer world with render distance of 22. Fps is inconsistent, ranging 30 to 55. The GPU stays between 30% and 50%. RAM usage is also high, riding around 70% majority of the time, in Beam or Minecraft. The CPU usage drops to 35%-45% when playing beam on normal settings with one car spawned in.

I already know I should upgrade to 32gb of ram.. but would going from a Ryzen 5 3600 to a Ryzen 7 5800XT be too much?

Id like to run shaders when playing MC and i try to play Multiplayer in both games.. but FPS and loading times are terrible at times.

Should I go for the Ryzen 7 5800XT??
