What to expect: male (partial) urinary blockage

Hey since last night my boy was using the bathroom literally all the time, with minimal productivity. I just agreed to spend 1000 for exam, ultrasound, pain management, catheter. What’s the odds of surgery? Is this something that usually gets better on its own?

Emergency vet says intervention possible, not likely. Surgery is definitely out of budget.

How should I plan?
