Is this a petty thing: Serving a drink that has less liquid?

Customer Inquiry

A buddy and I went to a bar. It was moderately packed, but we waited nearly 20 minutes to be served.

My buddy decided to get up and order at the bar instead because he had thought they had forgotten about us. I mean we did see a table who arrived after us get ordered. The waiter said he will come to our table and my buddy sat back down.

So we ordered our drinks. Another 10 minutes goes by.

They arrive in a very slim glass with five pieces of ice, but picture in the menu showed a larger glass. The drinks were $14 a piece.

After we finished, we saw two of the same drinks come out, but in the glasses pictured and with less ice. My buddy and I came to a conclusion that they served us smaller glasses as a petty thing.

Is this a common thing?
