How much should I offer?

Hello all, I am purchasing my first house very soon. There is a house listed on the market for 690k but it is listed very low compared to other houses with the same style in the area. Im not sure if it’s because they want to sell it fast or if they want people to bid. How much do you think I should offer? What makes my offer stronger?
