Just Need Some Clarity (T&T vs P&T) for 10 year Static Rule

I was rated 100% temporary from 2014 to 2018. From 2018 until present….. I’ve been rated 100% P&T…..Do they count 100% from 2014 to present as 100% STATIC or is it just 2018-present to apply the 10year Rule?
