Is it normal for toddlers between 1 and 2 to not really be interested in playing with other toddlers?

Hi all,

My 14 month is suddenly very, very interested in other toddlers. He sees other kids at the park and runs up to them saying “hi!”. A lot of time they just stare at him and run away.

I’m a FTM so I have no idea how this normally goes. It makes me sad for my little guy who just wants to be social!

Is this too young for them to care about his presence?
