System wide game controller permission

I recently sold my consoles in favor for the ONN 4k pro and stream from my high end pc with ethernet connections. (Works very well if you haven't done this I highly recommend) anyways I have a wireless controller with a usb receiver and it while a bluetooth controller allows for navigating the UI the wireless controller does not work outside apps that require permission to access it and this permission is not persistent. So im just asking if anyone with a similar setup has found a solution to this as either A) allow the controller to navigate the tv interface like a blue tooth controller or at the very least B) make it so that I don't need to enable permissions everytime I launch the streaming app
