23 inch pounds of torque to turn a mechanism, how to determine minimum motor needed?

A torque wrench on the drive shaft clicked at 22 inch pounds and didn't on 23. Conditions were under the highest stress it will be used for. I guess I would need it to work for 3 minutes at a time. What size motor stats should I look for to buy enough motor but not buy more than needed?
