Can you get the Stabilizer level 3 before finishing the game?

I’m playing kinda slow. Trying 5 star the bases as I go, I really want to finish the game and then get my platinum trophy fairly quick (or as the game finishes if possible). What I really enjoy is being as upgraded as I can while doing the main orders. In DS1 you weren’t able to use the level 3 stabilizer till you actually finish the story. I just wanted to know if it’s the same this time as well.
