Pregnancy test 27 days after sex

My gf and i had unprotected sex using the withdrawal method in june 20. she took a pregnancy test 27 days later on july 17 since she had delayed period. The test came out negative.

Since it was 27 days after sex, is the result definitive? Is she actually not pregnant?
