Kids wearing balaclavas, is it okay to laugh?

As the title says; me and my family were having a nose out of our living room window and all of a sudden we just look out of our window to see 2 young people between the ages 8-14 wearing balaclavas. As we looked at each other we all just started laughing and pointing at them. Until they jumped on there electric scooters and fled.

Were we okay to do this or was it rude? I personally think it was absolutely hilarious but I’m curious to see what other people think
