Does Terrakion require lvl?

I have done 4 remote Terrakion raids and when it comes to catching Terrakion I finish all my pokeballs and it escapes 😡. Despite that I have no Terrakions at all. All my throws are great/excellent, the CP of the Terrakion has varied from 1700 something to 2500ish. Like is it my lvl??! What is going on?
