S22+ Calls Going Straight to Voicemail

My wife has had an S22+ since it was released new. This problem has been happening consistently for years. We've been through two different mobile carriers (Verizon, now T-Mobile).

Whenever she gets a call, it goes straight to voicemail unless she restarts her phone. I've found that if I call her at least three or four times, it eventually lets me through, but most people calling someone don't do that.

Additionally, the only way she knows she missed a call is if they happen to leave a voicemail. There is no missed call notification, no ringing, nothing.

Has anyone ever experienced this?
