Legendary skill leveling really fast

I'm playing on Adept and I made two-handed legendary but it started leveling up like really fast. Like I did one of the Civil War fort battles and it leveled from 15 to 30. I'm not really sure if this is something that's supposed to happen but I searched online and nowhere it said that this is what's supposed to happen or how to fix something like this. Has this happened to anyone?
