Are the NPCs too OP?

Hadn’t played this game in probably a year so I was surprised to see they added NPCs. I usually like PvE over PvP anyways but I feel like these ones are just WAY TOO powerful. They DO NOT miss and are just as fast and move just like an actual player, and they come in like packs of five (at the outlaw camps at least) so you’re pretty much fucked. They’ll also chase you up any ladder, rock or hill with swift precision. Could be I’m just a bitch or I’m out of touch, but I remember I could relatively hold my own against actual players back in the day vs now getting dogged on by artificial intelligence. Just wondering if anyone else felt the same way
