Is Langley Township holding a by-election later this year?

All the news sites were saying that we're supposed to have a by-election to fill Misty Van Popta's seat, but they also said Eric Woodward is refusing to hold the by-election.

Does that mean that we aren't going to have a by-election? Can the mayor unilaterally decide to not have a byelection without consequences? I seen anything about the by-election in a month, so I'm just wondering what's happening.
