rate increase with pets best, is this normal or should i switch?

just got a notice that my premium is jumping from $40 to $70 a month for my 5 year old cat. he's totally healthy, no claims ever. does this happen to everyone? thinking about switching to lemonade since i've heard they're cheaper long term. any advice? this is frustrating because i thought pets best was stable.
