Can I get private plates off someone else’s written off car?

I found the perfect private plate that I’d be interested in purchasing. It is however registered to a car that has been untaxed and no MOT since 2017 so it’s safe to assume that it’s a written off car? If that is the case, are there any avenues I can take to maybe purchase that plate off the dvla or find a way to contact the owner to purchase the plate?
