Need help on rejected claim - 12 years of service

I have total 12 years of service, with 7months in the last organisation. I have all the money transferred to the latest organisation. Total - 14.5L (employee - 8L, employer - 6L). I applied for advance of 12L under "Purchase of Dwelling House/ Flat from a Promoter" to pay housing loan. It got rejected as "Claim Rejected NOT ELEGIBLE ADVANCE UNDER THIS PARA." Please help on how to proceed.
