Totaled car value

not sure all of this is relevant to the situation but asking anyways my car was recently totaled in an accident by someone that has USAA insurance. We are also USAA members however our car is not insured by USAA. I am trying to figure out whether or not USAA is going to try to lowball us or not we are not civilians. This is our only family car back in the states because we are currently serving overseas from what I understand, they have to not only pay out the value of the car, but they have to pay out tax as well so if I were to sell my car or have to purchase a new car, they would have to pay me out the amount of state taxes required in addition to the value of the car, as well as other things, such as the emotional stress and trauma. Does USAA normally pay more or less when their insurer totals a car.
