Does mods in HOI4 still needs DLC to do it

Hi, I'm relatively new here with >1000 hours in the game. I was just wondering if you can play "historical" mod like RT56 or "non-historical" mod like EaW or TNO without using any DLC (aside from the default ones). Has anyone tried this? What's your experience?
