Skeleton captains not spawning on small islands

I was bored and decided to hunt for the two curse tomes i needed so i decided to island hop using gold hoarder quests but after about 5 quests the skeleton captains just stopped spawning and suicide resetting doesn’t do anything, is it just random or am i getting unlucky?
