Kannada as a second language in school. What is the current status?

Newspapers says that teaching Kannada as a first or second language is compulsory for CBSE and ICSE schools. But still I see many schools teaching Kannada as a third language even for class 5 and above. Is it allowed? Will these students not face any problem in 10th class? How are schools able to bypass it?
