no reply since 2 months

hey everyone, me and my friend applied to habib however i got the offer letter and everything last 2 weeks ago whereas my friend still has not recieved any response from them he has emailed and called but no response, does that mean he is rejected and please if anyone knows how to contact the department in any other way please let me know thank you so much
