Cap round 4 ka significance??

Guys Mera thoda specific doubt hai... For example Mujhe Pict mein koi branch spot mein mil jayegi shayad lekin according to last year's cutoffs wo mujhe cap3 mein Milne ke chances nahi hai utne... So mai first round mein jo mil raha hai usey freeze karke spot tak wait karu, ya fir betterment ke liye apply karke cap4 tak ruku?!

Since cap 4 pehle kabhi hua nahi mujhe bohot uncertain feel ho raha hai..

So if anyone has any idea about how much cap4 will affect cutoffs and spot round and stuff pls lmk 🙏
