Illegal to fish in Tumon Beach

Hey guys, hit the beach recently this week and found all these young kids, from tourists couples, catching fish with their nets. Their parents were obviously supportive of such and made me wonder. I grew up on this island being taught it’s illegal to catch fish, corals, star fish, and take sand from Tumon Beach. Is that a myth? I’m just asking to understand!
