Why didn’t they drink coffee in Oregon or Alaska?

Correct me if I’m wrong, but doesn’t the card say they can’t drink coffee for an entire state? So they could’ve drank coffee in the morning in Oregon, or drank coffee in Alaska. But they did neither? Maybe I’m stupid haha
