Stuck between the Fjallraven Raven 20l and 28L

For context I am starting my freshman year as a college commuter. I need a backpack that will be big enough to carry my 14 inch laptop, multiple notebooks, personal items, change of clothes, a 40 Oz water bottle, and a lunch kit. I am willing to get the 28 L but I am 5'1 and am worried the bag will be too bulky on me. Any suggestions or other backpacks?
